SpecialV9BlobInVectorCompatible (Magic xpa 3.x)

This feature affects the compatibility of Blobs in vectors (by using the VecGet and VecSet functions).

Setting this flag to N will not support Blobs in vectors created in versions prior to 10.1 SP2.

Setting this flag to Y will support both formats and will cause the engine to check for the old format.
