Allow Create in Modify Mode (Magic xpa 3.x)

Allows the creation of new records when operating in Modify mode.

When this setting is defined as Yes, the end user is allowed to create new records while in Modify mode.

Setting it to No blocks the end user from creating new records while in Modify mode.

Available values: Yes, No

Default: Yes
